Finland gambling licence 2027: the reform and who holds a licence
On 1 July 2027 Finland opens online casinos, online slots, betting and online bingo to licensed operators. This page follows the reform: the timeline, what changes for players, and what is publicly known about the Finnish licence of each casino we list.

Timeline of the reform
- December 16, 2025Parliament passes the new Gambling Act (10/2026).
- March 1, 2026Licence applications open at the National Police Board (Poliisihallitus).
- June 11, 2026Close to 50 applications reported, most of them from foreign companies. Each takes about six months to process.
- Autumn 2026 – spring 2027Decisions on the first licences expected. This page is updated as they are published.
- July 1, 2027The licensed market opens. Lupa- ja valvontavirasto takes over licensing and supervision.
What changes for players
Tax. Today, winnings from a casino with an EU or EEA licence are tax-free for a Finnish resident. From 1 July 2027, winnings from games offered in Finland are tax-free only if the operator holds a Finnish licence. An MGA or Estonian licence alone will no longer be enough. Self-exclusion. The new act brings a central self-exclusion register that blocks play at every operator licensed in Finland at once. It does not reach sites outside the licensing system.
Veikkaus. Veikkaus keeps its exclusive right to lotteries, scratch cards and physical slot machines and casino games.
Marketing. Licence holders' marketing is regulated, and marketing unlicensed sites in Finland is banned. More in our news piece on Finland's gambling reform.

Questions about the reform
When does Finland's licensed gambling market open?

Who has applied for a Finnish gambling licence?
The National Police Board says it has received close to 50 applications, most from foreign companies, but it has not published the applicants' names. We mark a casino's status here only once there is a public source.
Will casino winnings stay tax-free in Finland?
From 1 July 2027, winnings from games offered in Finland are tax-free only if the operator holds a Finnish licence. Winnings received before the change follow the old rules.
Can Finnish players still use foreign casinos after the reform?
The act restricts marketing and offering unlicensed gambling in Finland. Winnings from an unlicensed site become taxable, and the central self-exclusion register does not cover it.
