Curaçao licences: what has changed, and what still has not
Curaçao is the licence most likely to disappoint someone relying on it, and also the one going through the most genuine reform. Both facts matter, and most write-ups on the subject are several years out of date in one direction or the other.
The old master-licence structure
Historically Curaçao operated through a handful of master licence holders who issued sub-licences with limited ongoing supervision. Complaint handling was largely nominal, and for a player facing an unpaid withdrawal there was frequently no effective escalation route at all. That reputation was earned.
What reform has changed
The jurisdiction has moved toward direct licensing under a national gaming authority, with stricter application requirements, compliance obligations and a complaints process that is meant to function. The direction of travel is real and better than what preceded it. What it has not yet built is a long enforcement record you can judge it by.
How to treat a Curaçao operator
The licence is doing less work for you, so the operator's own track record has to carry more. If you are in a nationally licensed market
